Google promotions disapproved: minimum discount not stated

Correct a promotion title that states only a maximum savings or does not state the lowest actual benefit.

Symptom

Google flags the promotion because the long title does not communicate the lowest benefit a shopper can actually receive. This commonly happens when a tiered offer is titled with only its highest possible savings.

Exact cause

Minimum discount means the smallest discount or benefit available under the promotion, not the amount a shopper must spend. For a tiered offer, a title that says only “up to” a maximum leaves the lower real tier unstated. This is different from a no-or-lower-discount checkout issue, where the offer delivered at checkout is missing or smaller than advertised. It is also different from an optional minimum purchase condition.

Which system wins

Google promotion review has two stages: policy review and SKU review. Under review is usually a wait-state, while a disapproval means the promotion details, landing-page promise, or redemption behavior failed Google’s review.

Correct edit point

Start with the long_title field. State the true floor of the benefit, and describe the range when tiers apply. If the actual offer requires a minimum purchase, include that condition as well, but do not mistake that spend threshold for a discount floor. Do not alter the real offer or invent a lower discount just to satisfy the review.

Worked example

Illustrative example: a store gives 15% off orders containing two notebooks and 25% off orders containing four notebooks. The title “Up to 25% off notebooks” states only the maximum. A clearer accurate title is “15%–25% off orders with 2 or more notebooks.” Here, 15% is the minimum discount; buying two items is a qualifying condition, not the minimum discount.

Manual fix steps

  1. Check the live promotion rules and identify every actual benefit tier, starting with the lowest one.
  2. Record any qualifying purchase condition separately from the benefit, such as quantity, order value, or product requirement.
  3. Rewrite the long title to state the lowest benefit and, for tiered savings, the accurate range.
  4. Include a required purchase condition in the title when it materially qualifies the offer.
  5. Keep the promotion structure aligned with the revised title, then resubmit the promotion without creating a new promotion ID.

Validation steps

  • Pass: the title states the smallest discount or benefit a qualifying shopper can receive.
  • Pass: each title percentage matches a real configured tier.
  • Pass: any required purchase condition is stated separately and accurately.
  • Fail: the title says only a maximum saving when lower tiers exist.
  • Fail: checkout gives no discount or a lower discount than the revised title; investigate that separate checkout issue.
  • Fail: a spending threshold has been presented as though it were the minimum discount.
