There is no single submission path for every merchant. Use the route that matches your commerce platform, and treat each route as eligibility for discovery—not a guarantee that Copilot will display or recommend a product.

Copilot Checkout is a separate transaction layer. Shopify says eligible products can remain discoverable when direct checkout is disabled; shoppers are then redirected to the merchant’s online store.2
If a route is configured or approved but the product still is not appearing as expected, use the Microsoft Copilot eligible-but-not-showing diagnostic to separate account state, public evidence, observed results, citations, and checkout.
What is the Microsoft Copilot Merchant Program?
Microsoft introduced the phrase Copilot Merchant Program on April 18, 2025. Its launch post described merchants sharing product specifications with Microsoft and directed them to Microsoft’s Agentic Commerce site.6
As of July 27, 2026, Microsoft still hosts that announcement, but its current Agentic Commerce page does not publish one universal Merchant Program application. Use the route that matches your setup:16
- Eligible Shopify store: Shopify says no extra action is needed for eligible products to be discovered through Shopify Catalog. Review Microsoft Copilot access and direct-checkout controls under Sales channels → Agentic.2
- Microsoft Merchant Center: Use an active MMC store and current product feed. Add the UCP-required feed and policy data when using Microsoft’s MMC Copilot Checkout path; UCP enables transaction and post-purchase actions where applicable, not discovery itself.1
- PayPal or Stripe: Opt in through the partner where available. Microsoft says an existing payments relationship does not automatically integrate Copilot Checkout, and the partner handles onboarding.1
Microsoft says an MMC account is required for Copilot Checkout, while Shopify’s current Shopify-powered direct-checkout instructions do not describe a separate MMC step. Follow the live route shown in your Shopify, Microsoft, PayPal, or Stripe account rather than assuming one universal requirement.12
This does not establish that Microsoft formally renamed or discontinued the program. Treat Copilot Merchant Program as Microsoft’s participation name and launch history. Microsoft Merchant Center is its catalog/feed surface; Shopify Catalog is Shopify-managed product data; UCP enables commerce actions where applicable; and Copilot Checkout is the transaction layer, not discovery itself.
Why Copilot Shopping is not just “Bing SEO”
Copilot Shopping sits on top of search, product data, and checkout infrastructure.
That means there are three separate merchant questions:

Copilot product cards are built for comparison. Microsoft’s support page says Copilot can display product cards with a photo, store, price, and ratings; View Details can show sizes, stores, review summaries, and price history.3 Those comparisons depend on accurate product facts being available.
Complete, consistent product facts make those comparisons possible. Microsoft does not identify Product schema, IndexNow, reviews, feed approval, Shopify Catalog inclusion, or any single attribute as a standalone Copilot ranking factor.
The Microsoft Copilot Shopping stack
1. Verify your store in Bing Webmaster Tools
Start with Bing Webmaster Tools. This is where you confirm Bing can access the store, submit sitemaps, inspect URLs, and monitor visibility.
It also matters because Microsoft now has first-party AI visibility reporting. Bing Webmaster Tools’ AI Performance dashboard shows when a site is cited in AI-generated answers, including citation counts, grounding queries, page-level citation activity, and visibility trends across supported Microsoft AI experiences.7
In June 2026, Microsoft expanded that reporting with preview features for Intents, Topics, Citation Share, and Compare, designed to help publishers understand not only where content is cited but why it may be surfaced across AI experiences.8
For ecommerce teams, that creates a practical workflow:
- verify the store,
- submit or confirm the sitemap,
- inspect important product and collection URLs,
- watch for crawl/index issues,
- then use AI Performance data to see whether Microsoft’s AI layer is citing your content for product-discovery queries.
Do not treat a citation as a ranking guarantee. Microsoft says AI Performance citation activity reflects references in AI answers, not page importance, ranking, or placement.7
2. Use IndexNow for product-page freshness
IndexNow is useful for ecommerce because product pages change constantly: new SKUs, discontinued products, price changes, inventory changes, seasonal collection changes, and updated policy information.
Bing’s IndexNow documentation says the protocol lets sites notify participating search engines when URLs are added, modified, or deleted. For Shopify, Bing lists third-party IndexNow options rather than native Shopify core support.9
Use IndexNow when:
- a new product is published,
- a product comes back in stock,
- a product goes out of stock,
- price changes,
- a product page is redirected or removed,
- a major description/specification update is published,
- shipping or return terms change on a product page.
But do not overstate what it does. Bing’s own FAQ says IndexNow helps search engines become aware of changes; it does not guarantee crawling or indexing.9
The correct expectation is: IndexNow improves notification speed. It does not replace crawlability, content quality, schema, or feed approval.
3. Make your product pages machine-readable
Copilot can use available merchant data and web information. Microsoft’s Agentic Commerce page says organic product results use both information found on the web and a merchant’s feed in Microsoft Merchant Center.1
That means the product page still matters even if you have a feed.
For each important product, check that the page exposes:
- product title,
- brand,
- GTIN, MPN, or other product identifier where applicable,
- variant names that humans and AI agents can understand,
- price,
- availability,
- sale price and sale dates where relevant,
- size, color, material, dimensions, weight, compatibility, or fit attributes,
- product images with useful alt text,
- review rating and review count where available,
- shipping cost or delivery-time expectations,
- return window and return conditions,
- warranty or guarantee details,
- official seller / merchant identity.
The practical rule is: if a buyer would need a fact to compare your product, make that fact available in crawlable text, markup, or feed data.
Do not hide important facts only in images, accordions that fail to render server-side, PDFs, or theme blocks that structured data cannot see.
4. Connect and manage a product catalog or feed
For eligible Shopify merchants, Shopify Catalog is the primary platform-managed path. Shopify says no additional action is needed for eligible products to become discoverable through Shopify Catalog, and its product data is continuously updated.210
For merchants using Microsoft Merchant Center, Merchant Center is the structured catalog layer for Microsoft shopping surfaces.
Microsoft’s Product listings documentation says products can show for free in the Bing shopping tab once they are submitted and approved in Microsoft Merchant Center. It also says product submissions can use feed file upload, the Content API, or Google Merchant Center import.5
That makes Microsoft Merchant Center useful independently of Copilot Checkout, but it is not a universal prerequisite for every Shopify or web-discovery path.
Minimum setup:
- Create or access your Microsoft Advertising account.
- Open Microsoft Merchant Center.
- Create or verify your store.
- Submit a product feed.
- Resolve product disapprovals.
- Confirm approved products are eligible for product listings.
- Check product listing performance in Merchant Center.
- Test important products in Bing Shopping.
If you already maintain a Google Merchant Center feed, use it as the baseline. Microsoft supports Google Merchant Center import for product offers, but do not assume your Google feed is automatically perfect for Microsoft. Check feed diagnostics, product specifications, image URLs, landing-page URLs, policy issues, and category requirements after import.5
5. Add Copilot Checkout only when you need direct checkout
Copilot Checkout is the transaction layer. It is not the same as appearing in a product card.
Microsoft describes product feeds as primarily supporting discovery and UCP as supporting transactions and post-purchase actions. For Microsoft’s documented Merchant Center checkout path, merchants need a Merchant Center account, product feed, and the required UCP-ready commerce data.1
For eligible Shopify stores, catalog access and direct checkout are separate controls in Shopify’s Agentic settings. Shopify says products can remain discoverable when direct checkout is off.2
Microsoft and Shopify document these paths differently and do not fully reconcile whether Merchant Center is required across every Shopify checkout configuration. Follow the live onboarding path shown in your Shopify Agentic settings or Microsoft/partner account rather than assuming one universal requirement.
For Copilot Checkout readiness, ask your ecommerce, feed, or payments partner:
- Is our Microsoft Merchant Center account active and approved?
- Are all priority products approved and eligible?
- Is our feed UCP-compliant where required?
- Do our feed prices, landing-page prices, and checkout prices match?
- Are delivery options and return policies clear enough for an agentic checkout flow?
- Are restricted, subscription, bundle, customizable, or B2B-only products handled correctly?
- Which PSP or platform is responsible for checkout onboarding?
The StoreSteady framing: Copilot Checkout is not a button you turn on after weak catalog work. It is downstream of product truth.
6. Shopify merchants: check your Agentic settings
If you are on Shopify, the setup is different from a custom ecommerce stack.
Shopify says its agentic storefronts let customers discover and purchase products in AI channels such as ChatGPT, Google AI Mode and Gemini, and Microsoft Copilot, and that eligible stores are active by default.11
For Microsoft Copilot specifically, Shopify’s direct checkout help says eligible stores that sell to customers in the United States can use the Microsoft Copilot agentic storefront, products must be eligible for Shopify Catalog, and required store policies must be completed in Shopify admin.2
Shopify also says direct checkout is active by default for eligible stores, but merchants can deactivate direct checkout or remove Microsoft Copilot’s access to products through Shopify Catalog in the Agentic section of Shopify admin.2
Check this path:
- In Shopify admin, go to Sales channels → Agentic.
- Confirm whether Allow Shopify to manage for me is on.
- Confirm Microsoft Copilot has Shopify Catalog access.
- Confirm direct checkout is active if you want customers to buy inside Copilot.
- Confirm required policies are complete: Terms of Service, Privacy Policy, Return and Refund Policy.
- Review unsupported features for direct checkout, especially subscriptions, bundles, customizable products, B2B-only products, custom pixels, local delivery, and pickup.2
- Review Shopify’s product ranking preview and listing quality indicators.
Shopify’s Agentic settings also include a product discoverability preview. Shopify says this preview is directional, because agentic storefronts may re-rank results using their own logic, but it is still useful for spotting weak product descriptions, missing images, poor review coverage, incomplete variants, and missing policies.12

Common mistakes
Mistake 1: confusing IndexNow with indexing
IndexNow notifies search engines about URL changes. It does not guarantee crawling, indexing, ranking, citation, or product-card inclusion.9
Mistake 2: importing a Google feed and never checking Microsoft diagnostics
Microsoft supports Google Merchant Center import, but feed imports can still create disapprovals, image issues, URL issues, category gaps, or stale product data. Treat import as the starting point, not the finish line.5

A shopper may see your product in Copilot, click to your site, compare price history, read a review summary, or buy directly where supported. Your goal is not only checkout eligibility. It is being the clearest, most trusted candidate when Copilot builds the comparison.

- Search Bing for your exact product title.
- Search Bing Shopping for your product title and category.
- Ask Copilot category-level buyer prompts, not just brand prompts.
- Ask Copilot comparison prompts that include price, material, use case, size, compatibility, or shipping constraints.
- Check whether Copilot cites your product page, a retailer page, a review page, or a competitor.
- Compare Copilot’s answer to the actual product page: are the price, availability, reviews, and specs right?
- Check Bing Webmaster Tools AI Performance for citation and grounding-query trends.
- Check Microsoft Merchant Center for feed and product-listing issues.
- If on Shopify, check Agentic performance and product discoverability preview.
